Can I only get this from level 13 dragon quest? I'm at 16 and when I look at my quests I don't get anymore from level 13 and I need this piece to get my dragon?

i refreshed my page and when the page came back up i was missing the Relentless Gladiator Set that i made, i also lost 4 golds 50 silvers, i also lost all my hunter stuff as well.
