Just an idea how about having armor and pots for your mount the same as dragon so atleast low lvls can still have decent mounts

24 How expensive do you want to make the game. As always the ones with most will always have the advantage. This wouldn't equalise lower levels having a decent mount as higher level would have a batter mount and have it potted etc making it still much better than lower lvl.
