where are the better weapons, level 15 witcher with level 6 axes just doesnt work well, fought a level 15 Sinra Hunter with 863 hpts and while he hit for well over 100 points per hit i was lucky to get anywhere near 100, 93 was my highest,and at the end of the fight after i finally killed him using 4 healing pots and an elixer of life, i had done a total of 863 points of damage to his 1923 points of damage. Some better weapons would be a huge help against these higher level mobs, and please make them available from the shop and not from some ridiculous quest that we end up dying multiple times to try to get the pieces to make it.
