Both are assigned to the belt and take up space on the belt. Since glyphs heal over time I suggest they be changed so they link like orbs do. Since this might change PvP in a horrible way there could be a set limit (4 or 5) on how many can be used in the arena while inside an instance the only limit would be how many you can carry.
