I think they should make it kind of like capture the flag. So each level three clan with dockyard gets 1 islands. And they are the only ones that can mine those islands. To be able to mine then you need to war clan and win to take control of the island. Clans only have a max of 2 islands. So if you took the big three (Elite, Ninth, HF) that still leaves islands for other clans to grow with. Also encourages people to actually war. Stops bc monopoly. Think it works well overall. Also give clans the choice. Congrats you won the war do you want option 1: 75g or option 2: control of xxxx island.
