I can't find a Mekhar

Ok so one of my quests is to use an upgrade on my clothing, but I'm supposed to purchase a Mekhar in the upgrade section of the store. Why can't I find one? Is a Parcel the same thing? ">

You have to have amendar in your backpack before you can see mekhar in shop as already mentioned by Mord-Sith.
