In my experience it has followed shaab in the past. But I was on vacation from the game for awhile so it might have changed.

It's not on calendar because unlike other events it does not follow "exact" schedule and we do not want it to coincide with any other event in this case it would be Shaab, if we didn't have the Shaab at this time it's very likely that rage of elements already would have started though ;)
