Allying

Is it possible for a clan to forge a formal alliance while they are at the state of war? I don't think it should be possible cause then it leads to strong clans (legally) "rigging" wars between other clans.

No, not possible as stated in descriptions in wars.

• When the War begins, your allied Clans can't change their roster, and you also can't make any changes to your Alliance (remove your current ally from the Alliance or accept another Clan into the Alliance).

buy you can change clan alliance when war is stated....just that you can't change when war has started ....for eg if 9th legion declare on AS you can ally yourselves with SW however once the 3h warring period has started only then can you not change allies
