What level can u get these and are they any special tasks you need to complete,to,accomplish this?

Lv 22: First mount, Ashy Spiketail. You need 1000 protector rep to get it (plus weapon, bought separately) and 1000 glad rep to buy accessories for it
lv 29: 3k protector rep gets you Green Spiketail, which is essentially your second mount.
At lv 36, you unlock Hero Mounts (needs hero rep), corsair mounts (corsair rep), bonecrusher mounts (the best of them all), and more protector mounts (the "worst", so to speak). These are hard to get, but are very good.
