Trouble aquiring dragon

For some reason I've completed 3 parts to the six elder dragon quest but have no we're to go from there I even have a quest now to level up my dragon to level 17 but have no dragon or device to get one I only have 3 parts of device to get a dragon any ideas? Happy holidays

To get the dragon you will need to complete all 6 chains of quests and turn those 6 parts into single amulet before you can receive your dragon. As far as quest goes you simply received it due to your level.
