...For a green curse it is plus 7 rep per curse yes? Then why if I cursed 2 people did I only get 7 rep and not 14?

You don't get rep on 100% of curses. If one of the people was a couple levels below you, you probably cursed them but just got no rep for it. It's just like if you BC a low level person & curse them...you can leave a curse & not get rep.
If you're after rep, the best bet is to BC people your level and higher. Use the highest quality spheres you can get to get the most rep per curse.
