I've heard of situations where the admins help by taking the money from the borrower and manually putting it into the lender's account, so the borrower doesn't get jailed.
You can borrow equipment so why not money?

Under Main -> Game Rules -> Trade Rules, Down at Monetary Loans, here's an excerpt:
"• Interest-free loan is not allowed for a term exceeding 10 days. Interest-free loans should not exceed 100 gold.
• Interest-bearing loans is not allowed for a term exceeding 30 days.
• Minimum interest rate is 3% of the loan amount per week, the maximum is 20%"
More can be read there, and there are rules against loaning to characters under the same account.
