Contribution can be paid by anyone who has access to diplomacy. Simply going to diplomacy tab you'll see in military log how much has already been paid as well as previous wars and paid contributions or how much you've been paid for winning. There shall be a "Pay contribution" button if you have enough gold to cover it whole.
