I have a Protection from Earth Mark, but cannot add it anything, I meet all the requirements so why can I not add this to anything?

because your gear you are putting it in needs to be lv 32 or higher and I see you have no gear that lv with an open slot.

What Surturs meant is that mark you are trying to put in must be equal or lower level than the gear you want to upgrade with it.
