wont let me attack

i have multiple quests inport of sadar that wont let me atteck monsters haggard half blood quest brown valterna and protecter quest rattling tkhiss both targets say[ target is out of reach]

That's because you most likely went to Port of Sadar , Tkhiss'es are located in Port District - if you move there they won't be out of reach. Out of reach message usually means that monster is in another zone than your currently in.
