At the moment you can get one of Keepers Belts if you get lucky with a rare drop.

so then how come, Ive never even heard of someone getting this or any keeper gear as a drop?

That's not the only drop around to go incognito! Lol! There are like so many items in the library that I have never seen at all. Lots of armor even, and weapons.
