There are two ways - you get Horn's one-time usage items from Dragon Quest line that allows you use them and summon respective dragon for one battle. Second way is to complete whole quest chain at assemble 6 amulets at level 16 to obtain permanent dragon once you've done this you will have a green 'Summon Dragon' button on left-top corner down to your name.
