Go to the top of the forum under Guardians and look for volunteer shackle, then ask them to shackle you in that forum and tell them why, once they shackle your character you can start a new one, but I would wait until you get a confirmation back. If you start a new character before this one gets shackled BOTH characters could end up getting shackles since it is against the rules to have more then 1 character. Good Luck
