Ruins of Ancient Capital will have a level 9 quest that will allow you to buy those. Anyone who is past that and doesn't have either of quests please let me know in this thread.

I also can no longer buy orbs and have no outstanding quest - even if I did I cant take part in RoA until level 22

No longer able to purchase sample orbs please fix as way past the quest you mentioned and obviously completed it when it was a 7B quest

If you can't buy them but have completed quest means you don't have 1000 reputation.
