You already have the chat(-s) where you can talk any language you want - private messages, clan chat, group chat for all you want.

raid chat is pretty good as well if u want to talk with some people in other languages as it doesn trequire anything like beeing in the same clan or group

there is a clan chat , group chat , RAID chat . but in the game a lot of people who are not familiar with . and free from language limitations chat , would facilitate new friendships with the players . and if someone there will be rude or use profanity , you can easily ignore it .
