Wasted Gold - Is there anyway my losses can be recovered?

I spent 3 gold 40s and only got parcel to II.. only 1g 20s actually applied to the upgrade.. will I be able to be compensated for my losses?

if you read the parcel it states that you only have a chance of it upgrading so no you wont be

It's working as designed: sucking away your gold.

Might be best to find a way to get blue from Melvin the Merchant. You can get blue with gold but, on average, it's quite expensive. Even worse, there is a lot of variance on the resulting total price.
