Dark Guard Mauler level 15 with abilities ?

Hi I was reading about monsters (mobs) having abilities but it states that these are for level 30+. Dark Guard Mauler level 15 (Port District)
has lightening bolt attack.

Should abilities be for a range of mob levels under level 30 as well , or is the above an error?

i got two monsters, both in right bank, i got Darkguard Assassin 23 and then i got Herd Valterna 24 having abilites as well, cost me alot in repairs for those two goofs :)

Initially was planned to be launched for monsters of level 30 at higher however in the end it was decided for abilities to be acquired for monsters of level fifteen and higher so it is intended.
