Are the lower level quests given out as a selection or are you supposed to get them all? At level 3 I never got Baiting the deranged, Digging up the past or The Broken Casket amongst others. I don't think these are the same quest lines.

Or is it that the quests have been changed and the handbook not updated? Likewise there are quests at levels 4, 5 & 6 that I don't appear to have received.

But the reason that has prompted this post is that on reaching level 7 I got this:

20:02 Heaven's Voice: You have received the The Power of the Ethereal Weapons Quest.
20:02 Heaven's Voice: You have received the Element not found Quest.
20:02 Heaven's Voice: You have received the Element not found Quest.

I think this means there are quests I was supposed to get but haven't.

Could you please look into this and let me know.
