just opened 4 insignia chests with hero star

01:13 Heaven's Voice: Received: Medal of Glory (1 pcs), Spiced Ide (3 pcs).
01:13 Heaven's Voice: Received: Medal of Persistence (1 pcs), Pepper Ciabatta (3 pcs).
01:13 Heaven's Voice: Received: Medal of Persistence (1 pcs), Spiced Ide (3 pcs).
01:13 Heaven's Voice: Received: Medal of Endurance (1 pcs), Spiced Ide (3 pcs).

no hero rep, no skelies, no dragonbreath phial, no other rep,

This is intended, more information regarding changes will be available bit later. But as you noticed one is that now the event monsters give twice the reputation they used to.

Monsters of insignia event now give double reputation (+2 per kill)
Orbs/Phials/Skeletars - no longer drop from chests
Hero of Empire reputation is no longer given from chests.
Purple orbs are now dropped from Insignia Monsters during event.
Chests now contain Hero of Empire collection pieces , Marks and Food.

Clara Korn,

If you used star prior to simply collecting the chest not killing incident monsters, unfortunately yes.
