Hello Nyxtsvr,
The Shaab Event starts only tomorrow. Today is the day when Omnimach gives his usual dialogue before the event. There was an issue where few people who were online at time Omnimach showed up received the quest, however it was quickly fixed as the quest will be active only starting tomorrow and everyone will receive it.
