Im reaching 646 mastery in alchemy and 594 in jewelery and i havent received a single collection item.. is that normal? or Im just really unlucky with those two professions?

You're just being unlucky, some receive it at 100 mastery while some at 1000. I've seen players who haven't received profession collection items for a while, but afterwards they receive several in a row.
