This has happened to me at least 6 or 7 times. I've given up on the quest. There's something broken with it.

you have to kill 3 players game doesn't count any dragon or skelly kills. took me a bit to figure that out as well.

As already mentioned by Surturs Fire , killing blows must be done on players only. Dragon or Skeletar kills does not count for quest objectives.
