Do you mean Palar isn't increasing mastery points you get? Or you don't get any mastery from time to time? I'd like to remind that the closer you get to limit of your current mastery 1000/3000/7000... skill-ups are harder to get. Nonetheless Palar should be increasing the points itself you get not the chance of getting skill-ups.

my mastery is around 200, pretty far from the limit 1000. The palar isnt increasing the mastery points i get as its specified in its description "Increases amount of received professional mastery."
