the paper to be found on aldorian road is not there, i have talked to several other people who say the same. think there is a glitch.

As i and many others have completed this quest i can assure you that it is there. You just have to look more closely and if you still cant find it there are many who has already completed the quest and would give you a hint where it is located at.
