Can You move between locations? can You attack NPC characters? have You taken and done all the quests available? Do you still get error message, what is Your action when You get it?

Hi, I can only move between the outskirts of Vallor city and the war academy. I can attack NPC characters butonly those available on the outskirts. and their top level is only three wheras I am standing at level 4. I have not done all the quests available for that reason. I do not get the error message any more but I'm still stuck

please do quests that are available to You to gain experience and rewards, thereby You will be able to advance further in the map and meet new challenges! Dragon quest at level 10, new battlegrounds, instances and much more!
NPC enemies that are lower level than You still give You experience and drops items, it's just that loot and experience is reduced. Also, I think, You will find the quest rewards quite valuable.
