Lesser Insignia of Warden is meant to be used against enemies not Your group members, this will be fixed asap.
As for mechanics - damage dealer receives a percentage of that damage dealt back.

Bump to bring it up again as its been a couple of months.
Thank you for bumping this thread , but currently Insignias of Warden are working properly. Description might little bit confusing so let me rephrase it for you. Insignias are meant to 'save' - redirect 15% of damage dealt to person you use it on yourself, so basically person or dragon you use this on receives 15% less damage as that damage is redirected upon user of Insignia.
Then the tool tip needs to be changed as it clearly states that the damage is redirected to the Damage DEALER. It does not state it redirects the damage to the Caster of the Insignia.
