None of the NPCs for my quests will show up, whether I have the quest tracked or not. Is it my settings or some other bug?

Kynaxtra, not all NPC's are presenting as mobs on a map. If you still are able to speak to your NPCs via quest log, see their names above the locations section on the right side of the screen, or see their portraits on the left side of your screen, you are fine.
