quest said get 3 substances of revival which i did went to create boots found out need 20 not 3

Hunter Killer, yes, upon completing both parts of "Seal of Seeking" quest it gives you the formula how to create Boots of the Tireless or Valorous Gladiator and 3x Substances of Revival so in this case "Now you are able to create: Boots of the Valorous Gladiator" means you've got the formula for boots creation but it doesn't say you will be able to finish the next quest (see below) by creating these boots for 3x Substances of Revival.
The next and separate quest - "Boots by your own hands" by Barim Lissar asks you to create these boots where the cost is 20x Substances of Revival. You can either farm them by slaying down the same Ghost Hunters (lvl 3) while under the effect of "Seal of search" (lasts 3 hours) or purchase them from the shop.
