Missing Items in Weapon Upgrade Menu (may not be a bug)

The "Light xxx Reflection Mark III" items do not appear for purchase in the weapon upgrade "best marks" menu and it seems like they should be there. They do appear in the reputation list for 7k Hero Reputation. This leads to a more general question: Why don't purchasable marks appear in the Upgrades section of the shop?

7k hero marks don't show up after level 31 because the 16k hero marks become available. Game "best marks" are based solely on level requirements, not reputation requirements. I agree with Well Hell, "Best marks" should be based on reps, not level. This is a good suggestion, but probably not a bug.

While a little bit confusing best marks are best marks available in that slot regardless of your reputations and that is not a bug. Also thanks goes to Storm Kat for clarifying the situation.

FYI, it was for my witcher axe. Thanks guys, clear now. It would still be cool to see them in the shop though.
