Level 70 Diligent Protector quest

I can only get level 69 for the 12 hour quest. Therefore " Loot has been reduced, as your level was higher than the enemy's. " in all the fights. I have tried rebooting and cancelling for a new one, many times. Is there a level 70 option?

If you want to kill higher level monsters in protectors quests - reach 81'000 to be able to do Great Protector Quests from Watermill.
