Christmas Gifts now are also available in gift shop and you need to gift these to get it counted for the quest.

Refresh the page and you'll be able to buy the Squib it's already been fixed.

It doesn't show the squibs in shop on ipad

Go to Winery Crossroads there's a small Christmas shop there where you can buy squibs/poppers as well as some Christmas food ;)

Unable to complete northern snows collection even though I have all pieces...is Christmas Adventures still going on?

Collection can be completed only while big event was active so from December 17 up to end of boss fight in 21st. After that is over collection can no longer be completed until event comes back.
