Still not getting insignias

I'm still not getting insignias on the Thieves at Large instance, still get hero rep, but not insignias. Works ok on the Deydri Avengers instance.

I also don't think I'm the only one this is happening to

To get an insignia you need over 1000 damage in the fight to get insignias.
