Trying to get new Chaos spell or level up my current chaos spell. Need help.

The game will not let me use my only chaos spell while under the Eye of the Dragon of Chaos. I am therefore not getting any of the Essence of Chaos. Help!!

It will, only under they eye you need twice as much mana to cast the spell.
