Can be acquired by equipping Small Hunter's Kit and defeating Tracked Monsters that have a certain chance of appearing after each battle with normal monsters in the games locations, with the exception of Instance and Quest monsters. You receive the biggest chance of encountering Tracked Monsters when fighting monsters of your level or higher.
