Not yet huh? Ok, thank you. Is there a certain level your supposed to be to chat? Because I'm having a hard time figuring it out.

No, But there is different chat locations :)< Once you leave the starting area you should be able to talk with the majority of the playerbase easily :)
Also note that there are different tabs for chats, Such as trade chat and looking for group. You can change the options for a chat tab at any time by hovering the mouse over the tab, And clicking the options button.

I'm super glad there isn't any automatic noise. Sometimes I have my sound up, and I'm in the library a lot these days...
