Mining?

Hello I am new player. I am trying to mine resource but it says "miner guild refused to work..." is it a bug or how to solve it?

pond and ruins can only be mined if you are in ratings confi, try other locations.

basically, level to 36... y... I don't know, but from there you can enter the weekly confrontation ranks.

considering the other mining locations are often guarded by pirates that are essentially raid bosses for low level players...
